Today, Prime Minister Boris Johnson received what the i newspaper calls a “flurry of letters” from doctors, academics, religious leaders, young activists and politicians urging him to to come up with a climate plan ahead of the 26th UN Climate Change Conference (COP26), which the UK Government hosts in Glasgow next year.

A series of open letters to the UK government, these groups have united around demands for the UK to commit to a strong plan to cut carbon emissions in time for a summit on 12 December which will mark 5 years since the Paris Agreement was signed. All countries are required to submit these plans and the UK hasn’t yet.

The Grantham Institute at Imperial College London coordinates a group of 48 universities and national research centres, who have come together to support the run up to, delivery of, and legacy from COP26 – called the COP26 Universities Network.

250 academics from these institutes sent a letter that states “We would like to encourage the UK to show leadership in this regard, by leading the way in submitting a highly ambitious, 1.5°C-aligned NDC as soon as possible. As a group of the UK’s leading scientists and experts on climate change and sustainability – and, crucially, the feasibility of delivering net zero changes by 2050 – we would be delighted to offer evidence-based knowledge and support, if required, to help you make such a submission.”

Hundreds of scientists, professors and academics have signed a letter calling for greater ambition. Noteable signatories include:

  • Professor Shirley Congdon, VC of the University of Bradford and Chair of Yorkshire Universities Board
  • Professor Christine Ennew OBE, Provost, University of Warwick
  • Professor Charlie Jeffery, Vice-Chancellor and President, University of York
  • Sir David King, Founder and Chair, Centre for Climate Repair, University of Cambridge

28 October 2020

Dear Prime Minister,

Earlier this year, we introduced ourselves to Minister Alok Sharma as academics and researchers in  a growing network of 48 UK universities and national research centres, who have come together to support the run up to, delivery of, and legacy from COP26. Our website will launch soon at https://www.gla.ac.uk/research/cop26/

Many of our academics are working closely with the UK Government, devolved administrations, industry, local government and NGOs to provide a firm evidence base and range of possible policy solutions that can be adopted to accelerate the UK’s pathway towards net zero. We have already published two briefing notes, on A Net zero recovery from COVID-19, and on a Just Transition: Pathways to Socially Inclusive Decarbonisation.

The constantly growing body of evidence on the need to tackle climate change is stark. The Special Reports released by the Intergovernmental Panel on Climate Change in 2018 and 2019 highlighted again the impacts that even a 1.5°C warmer world could have on nature such as coral, and on loss of life from climate-driven weather events, such as coastal floods. Impacts on human health and economic activity are also significant. As a result, reducing total global greenhouse gas emissions to net zero as soon as possible in the latter half of this century is more urgent than ever.

With this sense of urgency in mind, the core objectives of COP26 – to secure global commitment to highly ambitious reductions in greenhouse gas emissions over the next decade, thus putting the world on track to achieve the goals of the Paris Agreement – are vitally important.  We welcome your leadership in hosting a high ambition event in December this year, to lay the groundwork for nations to submit ambitious upgrades to their existing Nationally Determined Contributions (NDCs) in the coming months. This will kick start a year of action in the run-up to COP26 and underpin international progress towards a successful summit in 2021.

We would like to encourage the UK to show leadership in this regard, by leading the way in submitting a highly ambitious, 1.5°C-aligned NDC as soon as possible. As a group of the UK’s leading scientists and experts on climate change and sustainability – and, crucially, the feasibility of delivering net zero changes by 2050 – we would be delighted to offer evidence-based knowledge and support, if required, to help you make such a submission.

We value our excellent relations with your team and would be delighted to have a meeting with you if you feel that it could be helpful.

Yours sincerely,
